An RSO is an organization appointed by a Flag administration to develop or approve a ship’s security plan, perform the risk assessments called for by International Regulation (ISPS CODE & SOLAS) or exercises security supervision of vessels and ports and which operates pursuant to the legislation in force in the relevant Jurisdiction (i.e. Malta, Greece, Nigeria, Cambodia…) and international conventions, and meets the requirements of the International Convention on the Safety of Life at Sea and of the ISPS Code established on the basis of that Convention, and with which the Flag Maritime Administration has entered into an agreement for the development or approval of security plans for ships registered by the Flag Jurisdiction, exercise of safety supervision of the specified ships and for the issue of certificates to such ships.
